How to Verify FR Rainwear Compliance Before You Order: A Sourcing Checklist

Flame-resistant rainwear is a safety-critical product category. A garment that looks the part but lacks credible third-party documentation doesn’t provide the protection it implies — and in regulated industries, it may expose your organization to liability. This guide walks through the practical steps importers and distributors should take before placing a bulk order.

The verification process doesn’t require technical expertise in textile engineering. It requires knowing which documents to request, what to look for in those documents, and which discrepancies should trigger additional questions.

A Five-Step Verification Framework

Identify the Applicable Standard for Your Market

Before requesting documentation, confirm which standard applies to the market you’re supplying. FR rainwear sold into different regions must meet different compliance benchmarks — and a valid certificate in one market may carry no weight in another.

  • EN ISO 14116 — the European limited flame spread standard, evaluated at garment level by a Notified Body. Index 1 is the standard performance level for PU-coated FR rainwear. For European buyers, garment-level certification — not fabric testing alone — is the appropriate documentation format.
Arc Flash Requirements: If your client’s environment involves arc flash hazards (electrical switchgear, substations, energized work), standard FR rainwear is not sufficient. Arc flash protection is evaluated under ASTM F1891, which measures arc thermal protection value (ATPV). Request the Full Laboratory Report — Not Just the Certificate

A one-page summary certificate confirms an outcome. The underlying laboratory report shows you how that outcome was reached — specimen by specimen, direction by direction. For FR rainwear, the detailed report provides meaningful information that the certificate alone cannot.

When reviewing an ASTM D6413 or EN ISO 14116 laboratory report, check for:

Confirm the Report Matches the Product You’re Ordering

A test report only has value if it applies to the actual product being supplied. This is one of the most commonly overlooked verification steps — and one of the most important.

Before approving a supplier’s documentation, cross-check the following between the test report and your purchase order:

  • Style or item number — must match exactly, not be a similar style from the same manufacturer
  • Fabric composition and coating type — e.g., 100% polyester + PVC coating, stated weight (gsm)
  • Production facility — the factory listed on the report should correspond to where your order will be produced
  • Test date — recent testing is more meaningful than a report several years old, particularly if there have been any material or process changes
For large orders or ongoing supply relationships, consider requesting a production-lot retest from an independent lab. This gives you an updated evidence trail that reflects actual shipped goods rather than pre-production samples. For smaller orders, the testing cost may be factored into unit pricing — alternatively, request the supplier’s internal outgoing QC report as a reasonable substitute.

Verify Hi-Vis Compliance Separately

If the product is marketed as both flame-resistant and high-visibility, these two properties require separate documentation. Flame resistance and visibility are evaluated under entirely different standards — compliance with one does not imply anything about the other.

For hi-vis FR rainwear, confirm:

  • ANSI/ISEA 107 (Class 2 or Class 3) for North American markets — assessed on the finished garment design, not fabric or tape components alone
  • EN ISO 20471 for European markets — part of the garment-level certification package alongside EN ISO 14116, EN 343, and EN ISO 13688

Evaluate the Supplier’s Documentation Culture

Beyond reviewing the documents themselves, the way a supplier handles documentation requests tells you a great deal about their overall reliability as a manufacturing partner.

A supplier with a strong compliance culture will typically:

  • Provide full laboratory reports without hesitation — not just summary certificates
  • Be able to explain which test report applies to which product clearly and without confusion
  • Keep documentation current and flag any changes in fabric sourcing or production process proactively
  • Answer specific technical questions about their test results without deflecting to sales language
Documentation quality is a leading indicator of production quality. Manufacturers who invest in proper third-party testing and maintain organized compliance files tend to apply the same attention to detail on the factory floor.

Four Red Flags That Should Pause Any Order

Stop and Investigate Further If You See These
  • The certificate doesn’t match the product description. Any discrepancy between the style number, fabric weight, coating type, or production facility on the test report and the product being quoted requires immediate clarification before proceeding.
  • The supplier provides a certificate but refuses to share the underlying report. Reluctance to provide the full multi-page laboratory report is a significant red flag. Full transparency is standard practice among reputable FR rainwear manufacturers.
  • The test report is several years old with no explanation. Fabric formulations, coating processes, and production materials can change. An old report without a clear statement that the product and process remain unchanged should prompt a request for updated documentation.
  • The supplier cannot explain which standard applies to your market. A manufacturer experienced in international FR rainwear supply should be able to clearly distinguish between ASTM D6413, EN ISO 14116, and other market-specific requirements without confusion.
