The Core Difference: What Happens After Flame Contact
Regular PVC or PU rain suits are built for one job: keeping water out. They’re not engineered or tested for flame behavior. Expose one to open flame and there’s no standard governing how it should perform — because it was never designed to be evaluated that way.
FR rainwear is built and tested to a specific standard. The most common for North and Latin American markets is ASTM D6413 (vertical flame test); for the European market, it’s EN ISO 14116. These standards measure exactly what happens in the critical seconds after flame contact:

Two Things That Get Confused in Sourcing
“Waterproof” is not the same as “Flame Resistant”
A rainsuit can be excellent at keeping water out while having zero flame-resistance. The PVC or PU coating that makes it waterproof isn’t inherently FR — that requires specialized fabric treatments or FR-rated formulations, and it must be tested to be proven.
“FR-Treated” is not the same as “FR-Tested”
Some suppliers claim their fabric is “FR-treated” without producing a report. Treatment is a manufacturing step. A numbered, dated report from an accredited lab is the only legal verification that the treatment actually works on the finished garment.
4 Questions to Ask Your Supplier
Before choosing between a standard rainsuit and an FR-rated one for a hazardous-duty crew, require your supplier to answer these:
- Is this fabric tested to ASTM D6413 (Americas) or EN ISO 14116 (Europe)? Can you provide the lab report number?
- Can you provide the full, specimen-level test report showing individual data for all 5 test strips per direction — not just a one-page certificate?
- Does the style number and fabric weight on the test report exactly match the product being quoted?
- How recent is the report? Does it reflect the current production batch and coating formulation?
